How Russian Police Treat Old People

This is a video how police officers in Russia treat old people. I don't understand why he did it, or why was it funny, I have a few words to describe him, but i won't write them here. You can guess them anyway.

Police is the last place people in the former Soviet Union countries will turn in. In most cases, that can involve more troubles. The latest Russian movies that are devoted to the policmen-criminals are "Gruz 200" and "Kremen". These movies just recently released, so I doubt that they are already translated
