The US seeking to ease the tension with Russian submitted a formal proposal to Russia for cooperation on missile defense in eastern Europe. US also addressed another issue concerning Conventional Forces in Europe and made a proposal that would discourage Moscow from withdrawing from the treaty.
These proposals have been discussed between both countries, but Russian wanted to have them written on paper before continuing the talks. Secretary of State Condoleeza Rice and Russia's Foreign Minister Sergey Lavrov are going to discuss them on Monday.
The documents deal with U.S. plans to install a radar in the Czech Republic and missile interceptors in Poland, and Russian plans to suspend participation in the Conventional Forces in Europe Treaty. Russian is the only country that signed the updated version of CFE and followed it.

George Bush used his seventh and final State of Union to defend his war in Iraq.
